Job Title:  Supervisor, Child Care Assistance Program


Reports to:  CCAP Director

Job summary

Coordinate and oversee the day to day work process in the CCAP unit, as well as provide/coordinate training for CCAP staff and communicate with IDHS staff.  Assure IDHS and YWCA policies, procedures, requirements, timelines and goals are adhered to.  Primary contact in resolving problem issues between staff and clients

Minimum requirements:

  • Bachelor Degree from an accredited college or university
  • Two (2) years-experience in social services, customer service, Early Childhood Education, Child Development or related field
  • Ability to communicate sensitively and impartially to the needs and concerns of parents and child care providers
  • Demonstrate ability and desire to effectively supervise staff
  • Ability to organize information and documentation, and to establish work priorities
  • Excellent knowledge and demonstrated use of IDHS child care policies and procedures
  • Good verbal and written communication skills
  • Skill to use a personal computer and various software packages
  • Consistent work attendance
  • Must have a minimum of one year CCAP case manager experience
  • Ability to lift 30 pounds, sit, stand, bend, and twist
  • Ability to type a minimum of 30 words per minute
  • Current Illinois driver’s license and valid vehicle insurance
  • Must be Gateways to Opportunity Registry Member within two (2) months of employment
  • Obtain and document a minimum of fifteen (15) hours of professional development annually
  • Completion of INCCRRA CSD training for new staff within one year of hire


Summary of essential job functions:

  • Ensures appropriate daily coverage for the CCAP department
  • Reconciles timecards for the CCAP department
  • Reviews CCAP department mileage logs and submits to Director for final approval




  • Monitors the CCAP department’s status regarding the mail date, certificate date, and pending date compliance and takes action if needed
  • Assist Director with daily CCAP operations in accordance with YWCA and IDHS contract standards
  • Assist with interviews and recommends new staff
  • Assist with conducting reviews for immediate staff & implements progressive discipline plans
  • Serves as an Appeals liaison
  • Responsible for communicating with DCFS requests and distributes intake family cases
  • Provides system overrides as appropriate
  • Performs within contract time limits and follows the policies for all document processing activities associated with the IDHS Child Care Assistance Program
  • Prepares and analyzes required reports
  • Represents YWCA and Child Care Solutions program at local and statewide meetings, as required and serves on committees as needed
  • Assist with processing CCAP paperwork as needed and serves as backup to perform required tasks to maintain unit operations
  • Stays current with policy changes and updates
  • Responsible for daily supervision and monitoring of Health & Safety Coach’s within the CCAP Department
  • Complete monthly audits for the Health & Safety Coach’s
  • Responds to emails in regards to Health & Safety Monitoring information with IDHS
  • Attends webinars/trainings and stays up to date with policy/procedures for the Health & Safety Coach department
  • Assist with training new Health & Safety staff and monitors their progress on a regular basis
  • Assist with resolving problem issues between staff and clients (phones and walk-ins), involving the CCAP Director only after attempting to address the issue/complaint themselves
  • Preserves confidentiality of program, client, and provider information
  • Participates in staff meetings, working to uphold the mission of YWCA Northwestern Illinois and the CCR&R
  • Communicates with impartiality and respect to all parents’/guardians’ child care choices
  • Speaks to the purpose and services of the program
  • Responds with sensitivity to families’ socioeconomic, cultural and ethnic and religious backgrounds, individual needs and capabilities
  • Performs other duties as assigned by the Director or CEO and performs required tasks to maintain unit operations
